Entrée says Mongolia tax filings for licenses remain incomplete

Entrée Resources said it has not yet secured tax payment certificates for the Shivee Tolgoi and Javkhlant licenses after filing transfer-tax documents with Mongolia’s tax authority.

Entrée Resources said it continues to work on transferring the Shivee Tolgoi and Javkhlant mining licences to Oyu Tolgoi LLC. The company said the process remains under Mongolian law and that discussions are ongoing with the Government Working Group and other project stakeholders.

The company said the licences must move to OT LLC before Lift 1 underground development and extraction on Shivee Tolgoi can proceed. It tied the update to questions raised by a Mongolian member of parliament in a plenary session on Oct. 2, 2026.

Tax filing

Entrée said transfer tax based on the value of the licences must be paid under Mongolian law. It said the licence holder, not the Mongolian tax authority, calculates the value using the prescribed methodology and then asks the MTA to review and confirm the calculation.

According to the company, Entrée LLC, with support from OT LLC and their legal and tax advisers, calculated the licence values, remitted the tax and submitted a request for review. It said supporting documentation, including receipts for the remittance, was also filed.

Entrée said the MTA has not confirmed the calculations. It said the agency told Entrée LLC the submitted documents and materials were incomplete and that tax payment certificates could not be issued.
