BoE appoints two to enforcement decision committee
The Bank of England has appointed Carlos Conceicao and Alexander Justham to its Enforcement Decision Making Committee from September 2026.

Action
The Bank of England has appointed Carlos Conceicao and Alexander Justham as members of its Enforcement Decision Making Committee. The appointments take effect from September 2026.

Together these appointments will ensure the EDMC continues to have the skills and experience to make judgments on contested enforcement cases.

Respondents
Carlos Conceicao is a qualified solicitor and barrister. From 2007 to 2025, he was a partner at Clifford Chance LLP, where he led its global regulatory disputes and investigations practice.
He also worked at the Financial Services Authority as a lawyer in public service and as a criminal barrister. In January 2026, he was appointed as a panel member of the Bar Tribunal and Adjudication Service.
Alexander Justham has more than 35 years of experience across the private and public sectors. His roles have included chief executive of the London Stock Exchange, Director of Markets at the Financial Services Authority and, most recently, chief operating officer of UBS Wealth Management UK & Jersey.
He has also been a board member of the European Securities and Markets Authority, the FCA’s Practitioner Panel and co-chaired the G-20 Iosco Task Force on Commodities. His early career was at J.P. Morgan, where he worked in investment banking and fixed income.
Effective
The appointments are effective from September 2026.
EDMC members are appointed for a five-year term and may be reappointed for a second term. Members can serve a maximum of two terms.
Action
The EDMC is the Bank’s decision-making body for contested enforcement cases in its statutory regimes for prudential regulation, financial market infrastructures, resolution, securitisation, wholesale cash distribution, critical third parties and notes issuance.
If a firm or individual contests a case brought by the Bank, the EDMC chair convenes a panel of three or more members to consider the evidence, hear representations and make the decision.
