Funding the exact minimum leaves no room to size positions off risk. If you intend to risk one percent per trade, a $0 balance puts $0.00 at risk per position, which on most instruments is below the smallest tradable size.
The practical floor is whatever makes a micro lot represent about one percent of the balance. Below that you are forced into position sizes that are too large in percentage terms, which is the most common way small accounts are lost.
